二 |     本报讯 近日，绥中县人大常委会组织由市、县人大代表组成的视察组对全县消防安全工作开展视察。         　　视察组先后来到绥中县万家镇止锚湾农家院、东戴河和诚大酒店、东戴河腾达路消防救援站、中旺百货大楼和乐居养老院，通过实地察看和听取汇报等形式，详细了解消防安全工作实际情况。随后，视察组召开座谈会，听取县消防队工作情况汇报，与绥中县财政局、农业农村局、自然资源局、住建局、应急局、商务局等相关部门负责人进行交流，提出意见建议。

三 |          　　就进一步加强消防安全工作，视察组强调，要健全消防安全责任体系，强化政府主导，细化政府及有关部门消防安全监管责任，明晰分工，厘清边界。有关部门要按照管行业必须管安全、管业务必须管安全、管生产经营必须管安全的原则，依法依规制定消防安全责任清单。要进一步发挥消防安全委员会作用，建立健全部门联动协作机制，用好督查检查、会商研判、警示约谈等措施，推动责任落实。要加快推进各级人力资源整合，充分发挥网格员、居民楼长、志愿者等群体作用，探索建立乡镇消防工作站，切实形成工作合力。要全面提升消防应急救援能力，建立健全消防水源建设管理及经费保障机制，完善消火栓、消防水鹤等消防设施维护制度，定期对消防设施进行检查和维修，确保完好有效，提升城乡消防供水能力。

四 | 要加快推进“农村消防四个一工程”建设，实施村级消防基础设施提升工程，改善提升蔬菜大棚消防安全条件，补齐消防安全短板。         　　视察组要求，要精准防范消防安全风险隐患，不断强化常态治理。集中开展“农家乐”消防安全排查整治工作，全面提升全县“农家乐”消防安全管理水平。开展养老机构消防安全专项检查，督促全县各类养老机构健全完善消防安全管理制度，指导制定应急疏散预案，定期组织逃生演练。要加快高层建筑、老旧小区等重点场所消防安全综合治理，将电动自行车集中停放和充电场所纳入老旧小区改造范围，合理设置，推进电动自行车和电动汽车集中充电点建设，强化充电设施定期检测维护和安全管理。大力整治消防通道乱象，加强建设工程消防车通道规范化设计、建设和管理。         　　视察组强调，要持续加大宣传教育培训力度，以高度的政治责任感，抓好《中华人民共和国消防法》《辽宁省消防条例》在全县的学习宣传贯彻实施。强化对党政领导干部、消防责任人、重点防火岗位职工及公共场所经营者的培训教育力度，不断提升消防管理水平。

五 | 要持续推进消防宣传教育进企业、进农村、进社区、进学校、进家庭活动，不断丰富宣传载体，依托主流媒体，发挥名人效应，制作播放消防安全提示、公益广告、火灾警示教育片等，向人民群众普及安全用火用电用气常识和应急逃生技能。（赵航）。
